Ammonia is 8.0, normal during nitrogen cycle?

i have 7 little malawi mbunas in the tank and the ammonia has been at 8.0 for a few days, today is day 9. its 46gallons, i gave it 15% water change once yesterday and once today. theres no nitrates andless than .25 nitrites
