Is there a need for child support?

If a couple share their children 50-50, and they both make about the same amount of money, the dad buys everything they need(clothing, dippers, toys etc) , pays his rent, owns a car, buys food for his shared time.. mom pays her rent, has a car payment, and food for her shared time. Can either of the parents legally obtain child support from the other parent?
