Where can i find a federal lawyer that wil help me sue state and local Dept of Social Services?

My children have been custody of the Dept of Social Services for over 14mths now and DSS has not followed any procedures to provide my children with proper care,our civil rights have been violated,even tho many formal complaints have been put against the local office by many families the state office has not put them under investigation,the list goes on and on!
