Neighbor feeding stray cats?

Well, even without the raccoons, feeding strays is wrong. That makes them dependent on the person. So, if anything happened to that person, like moving, and wasn't going to feed on that stray anymore, they might starve. Your right to call Animal Control, you shouldn't tolerate raccoons. How about the women adopting them. For now, just call and try your best to stay calm. (I give you props, I'm not a very tolerant person. By now, I would have probably broken into her house with a baseball bat! LOL!) Good luck! :o)
